POABC Certification Programme
The Plumbing Officials’ Association of British Columbia operated a certification programme designed to establish measurable professional standards for municipal plumbing officials. The programme assessed candidates at two tiers: Level I and Level II. Examinations tested applied knowledge of the BC Plumbing Code, drainage and venting system design, water supply requirements, backflow prevention under CSA B64, and fixture installation standards under CSA B125.
Level I Certification
The first Level I Certificate was issued in late 1995. The examination was based on the 1992 BC Plumbing Code and covered the core competencies required of a practising plumbing inspector: code interpretation, field inspection procedures, permit review, and identification of non-compliant installations. Candidates were expected to demonstrate familiarity with Part 7 of the BC Building Code and with the regulatory framework established under the Safety Standards Act.
Level I represented the entry-level credential. It confirmed that an individual possessed sufficient technical knowledge to conduct routine plumbing inspections and apply code requirements consistently.
Level II Certification
Level II certification addressed advanced topics. These included complex drainage and venting calculations, storm drainage system design, cross-connection control programmes, and the review of engineered plumbing submissions. Candidates at this level were typically experienced inspectors with several years of field practice and a working knowledge of referenced standards including CSA B64 for backflow prevention devices and CSA B125 for plumbing supply fittings.
Examination Administration
Examinations were written at the annual POABC conference and at special sittings arranged throughout the year. Study sessions were organised in locations across the province, including Kelowna, Kamloops, and various Lower Mainland venues, to ensure candidates outside the metropolitan centres had access to preparation resources.
The POABC maintained an examination committee responsible for question development, test security, and results review. Questions drew directly from the current edition of the BC Plumbing Code and from the association’s published code interpretations.
Partnership with BOABC and ICC
The POABC entered into a partnership with the Building Officials’ Association of BC (BOABC) and the International Code Council (ICC) to formalise its certification process. A memorandum of understanding was signed authorising the BOABC to provide certification examinations on behalf of plumbing officials. Under this arrangement, examinations were developed with ICC technical assistance and submitted to the ICC for grading and scoring.
This partnership followed the model adopted for Canada’s national building officials certification, which has used the ICC certification process since 2009. The intent was to align the credentialing of plumbing officials with the same internationally recognised framework that governed building official certification across the country.
Apprenticeship and Trade Certification Context
The POABC certification programme addressed the regulatory and inspection side of the plumbing profession. It was distinct from trade certification administered through SkilledTradesBC (formerly the Industry Training Authority), which governs apprenticeship pathways for journeyperson plumbers. A plumbing official’s role differs from that of a tradesperson; officials are responsible for code enforcement rather than installation work. The POABC credential confirmed competence in regulatory application, while SkilledTradesBC credentials confirm competence in trade practice. Both systems operate within the broader framework of the Safety Standards Act and the BC Building Code.
